【摘要】:Thisguideisprimarilyintendedtoassistdecision-makersandspill-respondersincontingencyplanning,spillresponse,andtraining.Thisguideisnotspecifictositeortypeofoil.1.1Thisguidecoverstheuseofchemicalcleaningagentsonoiledshorelines.Thisguideisnotapplicabletootherchemicalagentsnortotheuseofsuchproductsinopenwaters.1.2Thepurposeofthisguideistoprovideinformationthatwillenablespillresponderstodecidewhethertousechemicalshorelinecleaningagentsaspartoftheoilspillcleanupresponse.1.3Thisisageneralguideonly.Itisassumedthatconditionsatthespillsitehavebeenassessedandthattheseconditionsaresuitablefortheuseofcleaningagents.Itisassumedthatpermissionhasbeenobtainedtousethechemicalagents.Variationsinthebehaviorofdifferenttypesofoilarenotdealtwithinthisguideandmaychangesomeoftheparametersnotedherein.1.4Thisguidecoverstwodifferenttypesofshorelinecleaners:thosethatdisperseoilintothewaterandthosethatdisperselittleoilintothewaterunderlowenergylevels.Theselectioncriteriaforthesetwotypescandifferwidely.Thisguidedoesnotcoverdispersants.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
